The Petition of the persons named below
Declares that:
Women in the United Kingdom have received surgical implants manufactured by a French (PIP) which it is now admitted have been manufactured to substandard specification such that removal may be advised and there may be a danger to the health of the persons who have received these implants. It is estimated that somewhere between 40,000 and 50,000 women in the UK have received such defective implants.
The petitioners therefore request that the House of Commons
1. Grant the creation of a national register of all persons who received PIP implants who shall be monitored every 6 months under NHS medical screening procedures and that medical advice be given to all such persons to identify whether and when they need surgery for the removal of the implants; and
2. To ensure that where such surgery is required a compensation scheme be established which will provide that in addition to being reimbursed any cost of replacement surgery, the individual concerned be compensated for their pain, suffering and loss of amenity associated with that operation and to include the recovery of reasonable financial losses arising directly from the operation such as lost pay and expenses. The compensator(s) to be as provided for in the scheme; and
3. To ensure the prompt introduction of a proper and independent regulator and regulatory regime for Cosmetic Surgery and similar interventions. Such regime will include a register of practitioners who must meet the regulatory requirements and standards of practice of an existing recognised and accredited professional body and regulations that all such practitioners are insured with UK insurers for all liability arising from such procedures.
4. Notification of all known risks associated with cosmetic interventions to be communicated in writing to all patients considering such intervention using nationally agreed understanding of risks wording. Such wording to be provided at the time of the first consultation with the patient and again 7 days before the intervention proceeds. Such regulatory regime also to provide for a 14 day cooling off period without financial penalty after the initial consultation and before intervention takes place.
5. Ensure that suitable health and risk warnings appear on all cosmetic intervention advertising and such material.
